I'm looking for a particular song.
The song was sung from the perspective of a girl jealous of her
sister.
Sort of that teenie bop bitter angst genre.
Heard it on a top-40's type station maybe 3 times.
Around the years 1995 - 1998.
I thought it was Lisa Lobe, but now not sure - anyway it sounded like
her.  And the song seemed to come out about the time Lisa Lobe hit the
top 40 radio stations.

I believe you are remembering "My Sister," from Juliana Hatfield's
1993 album "Be What You Are." Here is an apt description of the song:

"One of the most talked about songs on Become What You Are is 'My
Sister,' an acidly-pleasant ditty which goes in part: I hate my
sister/She's such a bitch."

By the way, very technically, the album is by "The Juliana Hatfield
Three".  On other albums, she went just by Juliana Hatfield.  (Another
musician who made this switch is Ben Folds; until recently, he was in
"Ben Folds Five".)
