Have you tried developing your own list using a local review site like
Yelp? You enter the city and search for restaurants. You can narrow
your criteria by location of restaurant type. You can read the reviews
and develop your own "best" restaurant list. Will this meet your
needs?

I started thinking about it and instead will settle for 15 places with
links. I checked out Yelp.com but would prefer a simple Word file or
something similar where the city is listed with the URL next to it.

Compiling such a list is likely to take several hours, but the
Researcher who answers your question will receive only $1.50 for his
or her efforts.
