I am looking for an online course from an accredited university, that
is German Language at the 300 level+ level.

I'm not sure I understand what you're looking for. Are you asking us
to find an upper division course for someone studying German? Or, are
you looking for a course that's taught in the German language? The

I'm looking for a course for someone studying german.(as in a native
english speaker learning the vocabulary, etc of the german language).
My problem is, that I just dont have time to take a 300 level german
class at the university that I attend at the moment. If I can find a
course online, I can do it in my spare time and transfer it to my
college.

What I've found so far is a course offered by the British Open University:

This course would probably meet your demands, but you have to check
with your university that the credit would be recognised (the British
Open University is a university for all matters in the UK).

Another possibility is this: 
UW-Madison Continuing Studies in German
<http://www.dcs.wisc.edu/LSA/languages/german.htm> 

Here, you can certainly earn credits, though it is not certain if
their "third semester" is your "300 level".

Cabrillo's offering in the subject might be also of interest:
