how do i download microsoft outlook in order to synchronize my pocket pc

Hello shokymalek-ga,

Microsoft Outlook is a retail product and the full version cannot be
downloaded and installed. There are however two options for you:

1) Microsoft offers a 60-day free trial of Office 2003 standard
edition, which includes Outlook. Following the trial, if you are a
student or teacher, you can pay $149 to get the full version or $399
if you are not a student or teacher.

2) Very shortly, Microsoft will be releasing a new version of office
(2007). You can download the beta here for a small fee:
http://www.microsoft.com/office/preview/beta/download/en/default.mspx
NOTE: You would have a pre-release version of the new office 2007
which is currently incomplete (although most users find that it works
well. It would come with no product support and will expire when the
new version gets released.

I recommend that you choose option 1. Good luck!
