I am looking for a website and/or a way of finding the owners of the
apartment and/or office buildings - are there government/local filings
that show values of these buildings?

In what country? If you mean the USA, are you aware of the information
provided by many counties' and cities' assessors?

I am looking in the USA primarily in the states Illinois(Chicago),
Wisconsin(Madison, Milwaukee), Indiana(Indianapolis), Iowa(Iowa City,
Ames) - i am not aware of the local filings that are available -
hopefully someone can provide a source or list of sources(online
obviously) that allow me to find the owners of these types of
buildings - if someone provides a comphrehensive list and technique of
finding this information I would certainly tip them well

Hi, 
Ownership of real estate and real estate tax assessment are public
records that are maintained by the county recorder and/or tax
assessor.
Many counties now have these records online, you may even find liens
on properties.
Searching the sites requires knowing the parcel number or street
address, maybe it is possible to search by owner name.

Here you go, looks like Madison has a user-friendly site:
http://www.ci.madison.wi.us/assessor/

Search with the name of the city or county and assessor OR recorder:

I found the above with:  wisc dane county recorder OR assessor

The first hit was Univ. of Wisc., that had a link to the Madison Assessor's site.

You know, of course, that the property value for tax assessment
usually is no indication of a market value.
