In Outlook 2003 running on Win XP (SP2) and with Exchange 2003 I get
an error of "out of memory or system resources" when using cached
exchange mode. I have used a brand new laptop with a new domain and
email account with the existing data imported into it. I have all the
latest service packs and updates from Microsoft. Anti virus/spyware
scans show no threats. There is ample hard disk drive space available
and I have recreated the ost file but still get the error.

You could try renaming your Outlook cache files and see if that helps.

1. Close Outlook
2. Start / Find / Files or Folders
3. Folder Options: 
Show hidden files
Show extensions
4. Search for (you may not find them all):
extend.dat
outcmd.dat
frmcache.dat
views.dat
5. Right-click the files and rename:
"extend.dat" to "extend.old"
"outcmd.dat" to "outcmd.old"
"frmcache.dat" to "frmcache.old"
?views.dat? to ?views.old?
6. Test to see if that helps

    It is because Riched20.dll was damaged.please do as following:
    1.find Riched20.dll file and rename it.
    2. start-->setting-->control panel-->add/remove programs-->select
"Microsoft Outlook" or "Microsoft Office"-->click
"add/remove"-->repair your office following office prompt.

    That's all
