I need to know the actual cost (not price or premium) of providing
health insurance to state employees and teachers under the State
Health Benefit Plan of Georgia. I am not interested in data older than
2004 but I certainly prefer the latest data.
This cost should be expressed as an average cost for someone taking
"Single" coverage AND an average cost for someone taking "Family"
coverage. The way to understand "cost" is to start with the entire
expenditures of the Plan (medical claims paid + admin costs, if
possible) and calculate an average per Single and another average per
Family. Much less preferable, but still of interest would be a Per
Employee or a Per Member average cost.
From my experience I expect that this number might look something like
this: Single $350, Family $900 per month, or it may be expressed as
annual.

I believe the data I need is published in Georgia government website
somewhere, I just can't find it.

This is from a GA State budget briefing:


"The State Health Benefit Plan serves 641,422 people" (icludes
employees, retirees, and dependents)
2006 Expenses: $2,162 million

$2,162,000,000 / 641,422 = $3,370 per person

Also interesting...  Enrollment growth rate is 2.5%.  Eexpediture
growth rate is 12%.
