Does having memory at dual channel mean that resulting working
frequincy of memory is twice original frequency?

No,Dual Channel Memory mean that working frequency of memory is twice
frequency in the abstract .In fact ,working frequency is controlled by
control chip .It is twice Frequency with Intel P4,and AMD k7 ,it is
original frequency.
