I wish to relocate to a warm climate that has excellent kite surfing,
vibrant salsa music scene, and good values for luxury homes.  What
location in the world has the best combination of real estate values,
year round warm ocean water kite surfing, and salsa music?  Target
housing price is $1.5 million (US Dollars).  I must be able to "get
by" with English as my primary language.

maui, hawaii!  maui is the kite boarding capital of the world.  theres
some salsa there too.  all sorts of celebrities live out there in huge
homes.  maui is the answer!
