Hi,
I have two questions regarding mishandled/lost bag:
My trip consisted of two legs by two different airlines, say a1 and a2.
My bags were lost.
Airline a2 claims that they never received the bag from airline a1 at
the change point.  Airline a1 can not locate the bags in it system.
a2 is an emerging market national carrier and i think i will have hard
time getting any money from them.  So I want to file claim against a1.
How can I do that?  
Also, my luggage was worth more than $1200, the limit set by IATA. 
Can I claim amount higher than that?
Can I instead go to the small claims court?  What are the chances of
it getting resolved in the small claims court?

Hi there!
Thanks for your input.  The link you provided still does not answer
critical part of my question.. how do I claim from airlines A (my
travel involved two legs, first on airlines A and second on airlines
B)?  airlines B is in different country and is refusing to even take
my claim.
