How do I change the behaviour of the MS Ruler such that dragging a tab
or a table border will "snap to" metric quanta (such as 1/4 cm) rather
than the default 1/8 inch?  It is very annoying to set default tabs to
1cm but to not be able to drag a manually placed tab precisely to the
3cm mark (for example).

Background Information:
1. I do not need to know how to change the "Measurement Units" on the
Options dialogue.  This is already set to "Centimeters".
2. I have already set my default Tab spacing to 1cm, and the ruler
shows the little faint tick marks at each centimeter spacing.
3. I do not need to be told that if I press the Alt key, I temporarily
disable the "snap to" behaviour and can drag the tab whereever I want.
 I want to control how the "snap" works -- not bypass it.
4. I do not need to be told that my Control Panel settings should to
be set to metric rather than US.  It already is.
5. I have a Word template (.DOT file) in my possession which, when
used, makes the ruler "snap to" metric increments.  So I know this IS
possible!  Please do not tell me to create new templates based on this
one.  I know that is another possible workaround.  I do not want a
"workaround".  I want control!

I dont think that is what I am after.  I cannot find a "Grids and
Guides" dialogue, using the suggested methods.  To me that looks like
something that applies to a drawing program (like Visio) rather than
Word.
