Based on the following web pages, Beta Blockers indeed cause nasal congestion.

"Birth control pills, blood pressure medicines called beta-blockers,
and Viagra can cause increased nasal congestion."

NOw I can finally add my comment.
Even asperin can cause nasal congestion when properly taken.  Just
take two for desired effect.  ;-)

Here is my considered opinion: 
Any medication in pill form can cause nasal congestion if you stick it
up your nose instead of swallowing it.

Let's keep this above the belt, to be on the safe side, above the collar.
I think Bryan is very touchy about maintaining propriety on his questions.

That was why I was trying to be so subtle, not like that Midwestern
