I forgot my payPal user name and password and spent an hour in vain
trying to retrieve them. Apparently the answer to the security
questions was not exactly what it should have been, and I don't know
what had been wrong with my bank account number. Finally I was told to
call 1-402 396 2050, and due to my hearing loss could not understand
what they were saying, exept for the conclusion "...check your number
and try again".

Trying to email them by pressing "contact us" gave me all kinds of
multiple choices which ether were irrelevant to my problem or had no
plac to click on.

Can anybody help?

What if I can't answer questions to confirm my identity?

..."If you cannot answer the questions to confirm your identity, you
can continue the password recovery process by contacting PayPal
Customer Service. You will be required to fax documentation to us to
confirm your identity, including a photo identification and current
utility bill..."

There are 14 fairly simple steps, they are listed here:

You'll need a hearing person to assist, but this is the process
outlined at PayPal for your problem. Additionally, there are many
similar problems, and solutions at the bottom of the page.

Check through your old emails to see if you may have received
something from PayPal. They send out quarterly statements, even to
inactive accounts. I don't know whether any useful info would be on
the statement, but it's worth a look.

PayPal have never sent me a statement, quarterly or otherwise!

I suggest that you get someone you can trust to call PayPal and to
communicate their instructions to you.

Maybe this information will help.  I've had an active and inactive
account for over 5 years and never received any statement by email. 
Everything about an account is online at their site, and not sent by
email.  If you do get through at any phone number, make sure the
person who is speaking for you indicates you have a hearing problem...
they don't generally give out information to anyone but the account
user.  I also have a long list of phone numbers some long distance and
some toll free, but am not sure they are current.

Try this online form.

1.  Choose a Topic: click on Problems Logging in
2.  Choose a Subtopic: click on Forgot Password

Summarize in the window what your problem is.  Click Submit

To retrieve your password, enter any email address you have added to
your PayPal account. We will email instructions on resetting your
password.

If you no longer have access to any of the email addresses you have
added to your PayPal account, enter the address you used to sign up
for your account. You can go through an online process to verify your
identity.

That's odd. I receive quarterly statements from PayPal. They don't
appear to be phishing attempts, since they don't ask me to click any
links or log in. I last received one on July 27th.

OH MY GOD THAT IS EXACTLY WHAT IS HAPPENING TO ME 
PLEASE TELL ME YOU GOT IT ALL SORTED OUT OTHERWISE THERE WILL BE NO
MORE HOPE FOR ME.
THEY HAVE NOT SENT ME THE PASSWORD AND WONT ACCEPT MY CARD DETAILS AND
I HAVE THINGS ON EBAY THAT ARE PENDING TO BE PAID
