(First time doing this, so bear with me, and is $20 enough?)

To answer your requests for clarification directly, I'm looking for
fiction book publishers, and publishers within the US. (If it's
neither here nor there to you then EIC for publishers within the UK
would be appreciated as well.)

If I can clarify further, I'm really only interested in publishers
that deal with Mystery/Suspense.

I have searched the Writer's Market database of book publishers. This
is widely regarded as the most comprehensive list. Below is a list of
U.S. book publishers that publish mystery and suspense books. I've
gone through the complete listing and have focused below on publishing

is for my mother who's going blind and can't navigate too well, so

My father has macular degeneration and he recently purchased one of
the Aladdin Rainbow readers.  He LOVES it and it really helps him see
so much more clearly.

the Rainbow video magnifiers.  They are costly but sometimes a
purchase of a used one is possible through the Telesensory corporation
(my dad purchased a used model).

So sorry about your father.  Macular Degeneration is a scary thing. 
My mom has kept herself in top physical shape her entire life only to
be afflicted with it.  She's a writer, too, and she's looked forward
to retiring to write full time her entire life and now she's got this
major obstacle.  She's got a copy of Writer's Market, among other
things, sitting at her desk but she just can't read it.  She got a
"Jordy" which I'm guessing is similar to your father's Rainbow Reader,
and she's got all kinds of computer software that will read text to
her, so she's coping with it.  Actually, as I said that, I checked out
the link you sent and she DOES have the Aladdin Reader.  The Jordy is
something she wears on her head in order to distinguish people's
faces.

She's always asking me research questions and I feel bad when I don't
always have the time to spend to get her exactly what she wants, so
this Google question thing is a huge find.

Has your dad gotten on the books-on-tape kick?  My mom says she
actually prefers it to reading now she loves it so much.  All the
tapes are free through the government and they send her the latest
Newsweek, US Report, Time, NY Times, etc., all for free.
