H1B to H4 Visa Transfer: My wife entered the country(USA) on H4 in
Nov/2003.  She got H1 in Dec/2004 and has been working since.  Now she
got laid off and we are planning to go out of country for vacation and
get her status changed to H4 in the US consulate.
Once she is back in the country on H4, we would again look for an employer and
file for H1.  My question is, is she part of the H1B cap (when we
again file for H1) or not
considering that she had an H1 status in the past.
