Hello,
my website's e-mails has deliverability issues with hotmail. I don't
have any problems with yahoo or gmail but for some reason my
subscribers sometimes don't receive e-mails from my website. By "not
receiving" I don't just mean "junk mail delivery", I mean my mails not
even reaching junk mail. They are completely lost.

I contacted Sender Score for help. They are offering a resolution
service adding up 13900 USD in total.

I also contacted a company called Habeas. They offered a more
reasonable price. However still over priced.

I would like to learn how to approach this issue.
Is there a more affordable way to resolve this issue? Whom should I contact?

Please don't refer me to hotmail's own documents. I already went over them all over.

I had a problem receiving emails in Hotmail for a while.  I discovered
the issue was in the blocked email address list...  At some point
(perhaps even through today) when the user clicks to block a sender, a
box would come up asking if you want to block this 1 specific email
address or the domain name (I might be using the wrong terminology
here...  in johny@aol.com aol.com is what hotmail users can block) . 
Sometimes when I got alot of junk mail from a certain domain name then
I would choose that option.

Later I realized that I wanted to receive some emails from that domain
but they were not coming through because of my universal block.

This could be the case for you as well... to get around this block,
you will have to send the emails from another domain.  You can set up
a hotmail or gmail account specifically for this purpose and send the
messages through that email address to your hotmail users.

Your server's ip must be black listed.
Pls visit http://en.wikipedia.org/wiki/DNSBL this link to know more
about blacklisting.

To remove your server's ip from blacklisting, pls visit
http://www.robtex.com/rbls.html and type your servers ip in search
box, you will have to remove those servers ip from blacklist  by
visiting those sites.
