I am looking for software that I can host on my server. It must be ASP
or ASP.NET. The softare I need is for letting people share games that
have been created with a program we give away. The things I want this
software to do are as follows:

1.	We allow people to register at the site and upload there games. 
a.	We make them sign a release that they are not violating any copyrights.
b.	They pick a category to store the game under and a description.
        Sort of like Download.com.
2.	We allow people to pick any game and play it online.
3.	We allow people to download these games. We keep track of the
        number of downloads so we can run a popularity ranking.
4.	We find a software product we can use to host the games, which
        allows all these features so we don?t have to make it front scratch.

Please do not send me to a file sharing site, because I want to host my
own file sharing, not use some other companies.

The closest thing you'll find to this is "gallery" software -- usually
meant for sharing images, but also supporting mp3, movie and flash
uploads.  You can configure it to allow other file upload types and
turn on moderation as well.

Note that you can run PHP and MySql/Postgres on IIS so you're not
necessarily restricted to ASP or ASP.NET based open-source solutions. 
Coppermine and Gallery2 spring to mind.  Coppermine is probably the
closest to what you want.
