IS Dept - Information Systems Department. Because people always like
to complain about the IT - Information Technology Department

MIS = Management Information Systems. These systems are supposed to
help managers make decisions by providing reports summarising
operational level data. MIS can be further condensed to provide
Strategic Information Systems to the people at the top of the company.
The Information Systems Department can implement and support these
systems.

This has been a big question where i work for many years. First it was
user support, this had to change because people didn't like being
called users. Then it was IS, this time people felt the name didn't
really say that we actually did any work. Next IS support, then IT,
followed by IT support. At every turn our image as a department
dropped because people didn't know what we did (not much, in those
days at least).
   Consultant arrived, with flip charts and reports. They told us
computers provide a service, that helps the company provide a service.
The consultants left. and we became 'Service support' and have been
for nearly four years. Oh and we call our 'users' customers now too.
Damn cleaver these consultants. I digress. the answer is we made our
users feel like paying customers making us more valued.

here where I work it's called ITD (Information Technology Department). works for us.

Perhaps the non-serious replies indicate something about the question.

What makes you think there is a "best" name?  And what problem are you
trying to solve?  That surely is relevant to what is "best".
