Which state has the toughest, best state troopers?

On what basis would you like the qualification of the answer. 

Do you mean tough as in butch, hard tobacco chewing men with no time
for nonsense or would you like ratios of number of drivers stopped and
penalties imposed, etc.

In view of the killings in the Washington, DC area - I come from
Nortern Virginia - I was just curious about the Virginia and Maryland
state troopers, and if they have a reputation for being tough and
catching the criminal. I sure hope that this mad man is caught soon.

I don't know about the toughest, but Ohio certainly has the reputation
for having the meanest Staties.

You could always contact the State Troopers Fraternal Organisation,
and ask them. After all, they must have an idea amongst themselves who
the mean ones are. At the very least, you'd probably start a long
running arguement :)

Greetings!  A Pennslyvania State Trooper recently won the award of
"Toughest Cop Alive" so perhaps they grow them tougher in PA.

"Trooper Norton, of the Pennsylvania State Police's Greensburg
barracks, isn't a character on a reality show. He competed against 41
fellow law enforcement officers for the international title of
Toughest Cop Alive in Ottawa, Canada, earlier this month. In his
second attempt at the International Law Enforcement Games, he claimed
the title."
