Thanks for the reply, but those are not the stick figures I was
looking for. The ones in this link
(http://cgi.ebay.com/Family-Return-Address-Labels-Personalized-Stick-People_W0QQitemZ270033399343QQihZ017QQcategoryZ20944QQrdZ1QQcmdZViewItem)
are like those I want the software/clipart program for. Sorry for the
long link, but I've looked everywhere I know to find the program and
can only find items with the figures for sale. I hope you can help me.

Hi Tnchick,
Thank you for your clarification. It woul dhave been nice to have
seen that eBay link with your question, but....
I have found no program that "makes" such stick figure other than
the two I gave you in the original answer.
However, if you are running Windows (and I know Mac has a similar
application), you already have Paint.
Paint is found by following these steps:
Click on Start
All Programs

Argh..... my hand accidentally hit POST too soon!
Hi Tnchick,
Thank you for your clarification.
Accessories, and glide your mouse to Paint.
With a little practice, you can make the figures shown in the eBay ad.
I made this one with no practice (I never use Paint)in less than 2
minutes.(Of course, I am NOT artistic at all) I could have put more
effort into it to ake it better, but I wanted you to see this.

Here are two Paint tutorials that can guide you!
The fact that the eBay sample is asymetrical (esp. in the eyes) leads
me to believe that the artist of the eBay ad used Paint and not a
template program of any kind.
Hope this does it for you!
Sincerely, Crabcakes

Thanks for the info and for your research, however, that is still not
the answer I'm looking for. I have seen other items printed with the
"fun stick figure" people on them (note cards, decals for car windows,
address labels, etc) and I know a friend of a friend of a friend who
has used a software program to produce note cards. I've just been
unable to make it through the channels of my friends to get the name.
Thanks for trying and all of your research.

I'm sorry you chose to rate me poorly after all my effort. For a $5
answer, all that is required is one link. You did not show me the eBay
art until after I invested a good deal of time searching for a
non-existant program.
I seriously doubt that such a program exists without the user
investing some effort to draw, and it is evident that the eBay art
used Paint to produce that stick figure. Did you see the one that I
drew?
