I can't really answer, but I can tell you that I once worked for a
organization with an in-house expiditer, and man, were they fast.  I
needed a 2-day turn-around for a passport, and bingo, they got it!

From this site, it appears that the services are legitimate (perhaps
not all of them) and that they can expedite issuance of passports. 
Note that a person in the consular section is reported as saying that
it cooperates with expediters.
