We are looking for information, with complete references, about which
fire departments participate in the National Fire Incident Reporting
System (NFIRS).  We know the number and national percentage, but we
are looking to find out specifically which fire departments
participate, as a complete list.  If you know the percentage of fire
departments within each of the 50 states that participate, or the
percentage of fire departments within each of the counties in the
U.S., that would suffice as well.

Dear ar12345-ga;

Thank you for allowing me to answer your interesting question.
According to the US Fire Administration, ?As of the most current,
complete data year (2004), all states are participating in NFIRS. The
District of Columbia is not a participant. The ?state? of Arizona does
not participate in NFIRS but Arizona's fire departments do by
reporting directly to USFA.? With that in mind, clearly all
departments (except DC) that participate in the US Fire Administration
reporting, while not directly reporting to NFIRS themselves, do have
their reports submitted to NFIRS by way of USFA.

Here is the list of reporting agencies NATIONWIDE including their
names, counties, contact information AND their individual FDID
numbers. From the looks of it this source appears to answer your
question nicely and as accurately as possible:
