Can a Chinese citizen send funds by wire transfer to a United States
citizen's bank account? What Chinese law states that this is or is not
legal to do?

A jewelry manufacturer in Yiwu City, Zhejiang, P.R. China needs to
send $2000 US dollars to me, in refund for damaged goods. My contact
in this company, Simon, says that it would be illegal for him to send money by
wire transfer from his Bank of China account to my United States Bank
of America account. He says that you have to have a special
business permit to wire money out of China to a United States account.
However, I cannot find the Chinese law that states this.

Is it illegal for a Chinese citizen to wire money from their Chinese
bank account to an American's bank account if that Chinse person doe
not have a special money export permit? As part of the answer to this
question, I need to learn the name of the Chinese law that states
whether or not this is legal to
do.
