I am looking for situations where some looming event is going to either
make or break a company... Sending their stock skyrocketing or plunging
in massive volume in the next 30 days.

One good place to start, is choosing "Options with low HV/IV ratio" from
the Yahoo Options Dragon:

However, I am looking to know the specific event (e.g. lawsuit decision
coming up on X date, etc). Also, there are stocks out there that are
not optionable, so, the above link is just a starting point.

I managed to win a couple investment challenges at my college (ah the
good ol' days) using such a technique. Good luck finding that winner!

You want to invest in a company called neteller.

They just lost 60% of their stock value due to the idiot american laws
that are being passed. Give it a month and it will be back up to the
top again.
