How to information on how to legally access public data vendors

I am trying to start a public data research company. If you goto a website such as http://www.people-finder.com/ or just type in "find person" or "background check" in google you will get lots of sites. I am trying to start a company doing this BUT I need to get access to certain information vendors. I have a list of them BUT they will not sell to me because I think they consider me reselling this info. Well how can all these other sites do this. So I am missing something I think.. You can take a look at a contract at http://www.confi-chek.com/cco_agreement.pdf (look at section 6) It says we do not allow subscribers to resell or provide/sold via the internet??? How is this possible. Is this a terminology problem? Please explain this process as I am missing something here that is letting all these other businesses do this. This should be easy for a private investigator to answer or risk management person to answer. |
