I was planning to start a video games meetup and need to find an
inexpensive meeting place to hold it.  It would be great if it had a
projector screen so that I could display video games from my
projector.  It needs to be in center city philadelphia, university
city, or old city philadelphia but would prefer center city as close
to 15th and market as possible.

I can't speak to their costs, but you may want to contact Dave &
Buster's. They are down by the water and very appropriate for a video
games meeting.  It is a very large video games / carnival games / bar
/ restaurant for those who don't know D&B.
Another idea would be to hold it at a student facility at U of Penn.
