Answer the following question for 1996 and 2001 if possible.  1996 is
most important if the data is time-consuming to find:

How many people were HIV-infected in Northeast Oklahoma during 1996 and/or 2001? 
"HIV-infected" should include infections and should not be limited to
those living with AIDS.  "HIV-infected" may also be a statistical
estimation rather than a number of known/diagnosed.  "Northeast
Oklahoma" may be considered the 918 area code.  "People" should
include all people.

In any given year, there are only a handful of new HIV cases in NE
Oklahoma counties -- fewer than 10 per county, with the exception of
Tulsa, which may see 50 or 60 new cases.

Most of the online data for Oklahoma is fairly recent, going back to
around 2002, although some of the information is cumulative (that is,
it counts all current HIV cases, even those that originated 20 or more
years ago).

Let me know if any of the more recent county-by-county data is of
interest to you.
