How have citizen's oversight committees (COC) authorized under
Proposition
39 fared?  Prop 39 authorized school districts in California to pass
school bond measures with a 55% vote provided they establish a COC to
oversee expenditures.  The alternative bond measure requires a 66%
vote to get approval.  Have the COCs protected taxpayer's money as the
bill envisioned?
