In 1983 Medicare switched ot the Propective Payments System. Since
then the hospital costs have risen. What were the original expenses
forecasted and what were the actual costs, since 1983 through the
present? What caused the government to increase its spending? How much
fraud was recognized during these years, how much was projected? I
just want to know the damages done?
