I am looking for Public Domain training for Oracle Software.  This
includes training for Oracle Database, general technology, and
business applications.  We are especially interested in finding videos
that we can offer to our customers at no charge.  There are numerous
government agencies which have developed these types of materials
which should be available to the public.

In my experience, complex training materials and videos from the
government are almost always produced by contractors, and the
contractor retains the copyright, so the materials are not public
domain.

There may be exceptions, of course, but I just wanted to offer a heads
up that the material you're hoping for might simply not exist in the
public domain.
