Liquidn8--

Not being Greek myself, I cannot be sure what the exact answer is,
but, at first glance, I would have thought that the "3 T's" are
representative of the Cardinal Principles of Phi Sigma Kappa. They
are:

1-To promote brotherhood
2-To stimulate scholarship
3-To develop character

However, after further investigation, I believe that the 3 T's go back
to the late 1800's (1873) when Phi Sigma Kappa was first formed. 6
young men formed the fraternity based out of today's UMass. The
symbol by which they referred to their organization was apparently
illegible to "outsiders." It was these people who said that their
symbols looked like, "T, double T, and T upside-down." It would
appear to me that this is the most rational explanation to your
question.
