I am looking for any City of Seattle Public Notices that titled
"Notice of Decision" and include "Variance" in respect to code
"23.45.005 section B".

Another way to ask is that i'm looking for all variances (in last 5
yrs) that have been granted by the City of Seattle Department of
Development
regarding Seattle land use code 23.45.005 section B.

I live in Seattle and work in the Real Estate industry. I'm very
familiar with the information you seek, however there is no easy way
to get it.

Here's why -- go here:

DPD Land Use Information Search Page
http://web1.seattle.gov/dpd/luib/Search.aspx

On the right, uncheck all except "Notices of Decisions", then click
"Search" --the results are as close as you can get. What you would
have to do is click the word "Decision" in each row to open a summary
for a project, then, click "View Decision" --that opens a PDF file.
Using Adobe Acrobat's "Search" function, you can search EACH document
for the word variance.

There were 479 records from April 4th to October 4th, so it's no small task.

Note the 2 URL's, you can toy with them by changing the /cam210.pdf to
211, 212, all the way to 330 and beyond, most of them are related to
variances, but tehy don't cite examples, only conditions which allow
them to GRANT a variance. This is good reading if you plan to apply
for a variance you need, but are afraid will not be granted. Note, not
all numbers between 210 and 330 are publications. I didn't find a page
that lists all the publications to be able to read the titles.
