After a few years of using Windows Picture and Fax Viewer as a quick
image viewer, its behavior has gotten really weird. First problem is
that WPFV has replaced all my Quicktime Picture Viewer icons with the
WPFV icons.  I have tried right-clicking on jpeg files and gone thru
the dance of selecting what to open jpegs with (i.e., changing file
associations). I've changed them back to Picture Viewer (also tried
Quicktime Player) BUT even though it shows them as changed, the WPFV
icons remain.  I've also tried using Win Explorer > Tools > Folder
options > File Types and that still showed WPFV as the association
(even though I'd supposedly changed the file association via the
right-click method).  SO...I changed associations via the Folder
Options > File Types and it shows it changed in that dialogue
box...BUT nothing has improved and here's what I'm dealing with,
besides #1 above:
 
2. Trying to open a jpeg, gif, etc. WITH WPFV produces nothing--i.e.,
WPFV no longer opens.

3.  Most annoying of all, when I have a folder open and highlight an
image file, I had always previously seen a thumbnail on the left side
of the folder window so I could preview the damned image file.  Now
that capability is gone also.

Quite maddening and I would like some help.

Hello wynmorgan,

I have posted this solution as a clarification so that you can try it,
see if it works and report back to me whether it does or not. If it
does, I'll post this as the official Answer.

Here are step-by-step instructions for how to reinstall the Windows
Picture and Fax Viewer (and once it is reinstalled, you should easily
be able to download and open the files you want):

Press the start button in the bottom left corner of your screen.

A start menu should pop up.

Click on "Run" on that start menu.

When the little box pops up, type this in the white part of the box:

regsvr32 /u %windir%\system32\shimgvw.dll

A process should start.

When that process has completed,

Click on Start, then Run... and type in:

regsvr32 /i %windir%\system32\shimgvw.dll

This should reinstall the Windows Fax and Picture Viewer on your computer.

(You may have to reboot after this for it to work.)

For the third answer in order to see the pictures as a film strip, do
the following: Open the folder that has your pictures in, right click
on a spare section, click VIEW then click FILM STRIP. You should now
have the image displayed as you require.

You may also need an alternative picture viewer.

This is an alternate viewer that should open .jpg files for you:

Choose version 2.42 of ACDSee.
I believe that is the last free version without nags.

another alternative is Irfan View:
