my driver's license has been suspended in Texas.  I have completed all
terms specified by the court,i.e. prison term,2yr. suspension. Now the
DMV is requiring several thousand dollars, a 7 and a half week course,
etc. to reinstate my license. Is there any way I can circumvent
Texas'surcharges,etc. and get a license in another state.

There is no answer at this time.

Not legally.  In most states, if you are a resident of that state you
must be licensed in that state.  Other licenses would not be
recognized as valid.
