What is one small change that could be made to a bicycle, that would
make it better? For examber faster? It must be something that has not
been done before.

Make the frame out of neoprene and inflate it with helium. Poof! Ultra-light bike!

An eccentric front wheel.  While pedaling, you could bob your weight
on the front wheel to increase momentum.
