Let me have a stab at your question.
It’s hard to give an exact answer for your question since there are so
many sites that provide a ‘top picks’ listing, but they often differ
in content. And there isn’t one definite site that gives the best for
all. I guess it’s a subjective thing.
Most of this information is on free email providers since information
on these is much easier to get a hold of. It’s likely that the top US
email services are also the top worldwide services.

For the United Kingdom, I got a directory of all email providers.
http://www.fepg.net/weurope.html#unitedkingdom
These first ten had a star beside their name, so I suppose they are
the top services.
ABCFlashnet
Altavista UK
Bigfoot
Excite UK
Fetchmail
Looksmart
LycosMailUK
MyMail
Talk 21
UK Max

Here are other UK provider names I saw on other free email directory
sites:
Valleyalley.co.uk
Toast.com

Heinz Tschabitscher, the guide for About.com’s section on email, gives
his 9 top picks of free email providers:
http://email.about.com/cs/freeemailreviews/tp/free_email.htm

1. My Realbox - www.myrealbox.com
2. Fastmail - www.fastmail.fm
3. Yahoomail - mail.yahoo.com
4. Hotmail -hotmail.com
5. Care2 Email - care2.com
6. Mail.com
7. Lycos - mail.lycos.com
8. Netscape Mail
9. Check.com

Someone on e-opinions gave this list:
http://www.epinions.com/cmd-review-237A-11873DF8-3976588E-prod3
1. Netscape Email
2. Yahoo mail
3. Mail.com

This guy also suggests avoiding:
AOL email
Hotmail (makes me wonder why)

Iopus Software gives a list of the best POP and SMTP email sites on
the web. Three only, though:
http://www.iopus.com/guides/bestpopsmtp.htm
1. www.gmx.co.uk
2. www.HotPop.com
3. www.Softhome.net

Easynetstart gives this list:
http://www.easynetstart.com/freemail.htm

Best Free Email:
Hotmail
Net@address
Excite Mail
Lovemail - www.lovemail.com
Yahoo Mail
Zdmail - www.zdnetmail.com

Best POP3:
HotPop
Tritium
VisualCities
Telebot

ISPs usually have email accounts. Let me list the top 20 in the U.S.
according to CNN:
http://www.cnn.com/TECH/computing/9902/08/bestisp.idg/
1. AT&T WorldNet
2. IBM Internet Connection
3. Mindspring
4. Ameritech
5. Concentric
6. Earthlink/Sprint
7. SBC/Pacific Bell Internet Services
8. BellSouth
9. RCN
10. Voyager
11. Prodigy Internet
12. Bell Atlantic Internet Solutions
13. GST Whole Earth Network
14. Microsoft Network
15. America Online
16. Rocky Mountain Internet
17. CyberGate
18. US West
19. CompuServe
20. Netcom

I wonder if you saw the above list and thought that maybe there’s a
similar list for free email. Unfortunately, that isn’t so. I also have
not found a resource that provides user numbers since that is
difficult to track. Even a general estimate can’t be found, unless
boasted in PR material or news articles.

Take note of these Email directories on the net. They may help you in
your research on email services.
