I read that a couple of times in bemusement
- then it clicked

Track 2 is numeric only - with ';' '=' and '?' added

Track 1 is the thing that /can/ handle Alpha Numeric
- it is also called the IATA Track after airlines, but they never got
round to using it for anything meaningful

The short answer is that the word size of Track 2 is too small to
handle Alpha, it is only 4 bits that can denote 0 - 16
