I am trying to find out if I just got scammed.  

Is this site legitimate?

Does it have a history?

So, as you can see, the site has been around since 13-Feb-05,
and was renewed on 28-Jan-06, with an expiration date (if not
renewed) of 13-Feb-07.

That's all good.

Brian Groom gives an email address from a stable ISP. That's
also good. He gives a P.O. box for an address, but that's not
unusual in the name of privacy. 

"(951) 244-8804 is a land line based in Sun City, CA
 The registered service provider is Verizon**.
 Detailed listing information is not available."

The Sun City location vs the Costa Mesa listing in the
WhoIs report is a discrepancy, but not necessarily a 
bad thing. Again, in the name of privacy, some owners
opt not to update their data when the renew the domain.

There are also several historical listings for a Brian Groom
having lived in Costa Mesa, CA on this page from US Search:

Searches for the domain on Google and Google Groups don't
turn up any feedback, positive or negative (Google Groups
is notorious for providing feedback on scams).

Finally, if you look at this page:'ll see that this support page comes from
and that the top frame connects it with which
makes it fairly clear that the actual service provider is the site, and eDiscountWebsite is just a reseller
for them. You can also see that the (480) area code for the
technical support line is from Scottsdale, AZ.

Here's the same page, with a different affiliate's banner at 
the top. Just change the number after 'prog_id' to see more

Notice that the Technical Contact phone number is the same
as the one found on the tech support page above, which is
VERY good, and there's a legitimate physical address.

Go back to their homepage:

Mouse over almost any link on the page, and, in the status
bar at the bottom of your browser (assuming it's turned on),
you'll see that they all point to pages on: with a 'program number' in the
URL which preserves the unique banner at the top for the website.

So, all you have is a reseller - a legitimate affiliate who
sells the services of another site by using a page with a
customized banner. I wouldn't worry at all about this site.

The Site also offers to take PayPal ...

Another positive sign.

PayPal would advise whether or not the payee is 'Verified'.
