How can I create color separations for screenprint from Illustrator without
being connected to a postscript printer?

Install Adobe's Acrobat Distiller. Then linotronics Driver From
Control Panel. You will be able to Print PDF files with Color
Seperations. Hopes Helps.

Linotronics:- Start->Printers&Faxes->add Printer->Next->Local
Printer->Next->Print to File->Next->Select Linotonic 100 v45.*
->next->Finish.  Print your File.
