The two-part answer to this question is being used as the ID and
password for downloading solutions in an accounting course:

"ID: Who sits in front of College Hall?
Password: What did he shoot at the library?"

http://accounting.wharton.upenn.edu/acct201/solutions.html

Since the course is taught by Professor Catherine Schrand, perhaps an
answer can be obtained by emailing her:

The first part of the question is Ben Franklin. There is a statue
depicting him literally sitting outside of UPenn's College Hall, as
you can plainly see from this image:
http://en.wikipedia.org/wiki/Image:College_Hall_and_Ben_Franklin_Statue.jpg

Though I could not find what he "shot" at the library, you should know
that Franklin was UPenn's founder, and this may have something to do
with the answer. I would suggest reading this for a hint:
http://en.wikipedia.org/wiki/Image:College_Hall_and_Ben_Franklin_Statue.jpg

It should also be noted that UPenn's library catalog is called
"Franklin." (See for yourself here:
http://metrics.library.upenn.edu/prototype/franklin/index.html .) This
may have something to do with it as well.

Other than that, I can only suggest looking over Professor Catherine
Schrand's page, as suggest by pinkfreud-ga, or emailing her.
