Does the United Federal Government use Independent Election Overseers?

Hello thor009-ga,

This is a much more complex question than you would expect. My
preliminary research shows that there are a variety of organizations
monitoring and  conduction oversight over US elections at all levels
-- federal, state, local. Whether these meet the requirement for
"independent election overseers" is a matter of debate. Considering
the price of your question, please clarify what type of information
you expect as an acceptable answer to your question.

Are there Election overseers for the presidental election, and if so,
where are they from?

No, we're America and we can do whatever we feel like.

Elections are regulated by the states.  In New York at least, the
state delegates election responsibility to the counties (and NYC).

That's wrong!  Foreign overseers do indeed monitor american federal
elections.  How often and under what specific guidelines, I am not
sure.  But they happen - trust me.  I was initially surprised when I
came across the information on the internet a few years ago.  You may
want to check the public library for some related materials, if any.
