I am running Windows XP Service Pack 2.  System Restore is monitoring
my second drive, drive D:, but does not even present me with the
option to monitor drive C:.  Drive C: is not even listed under System
Restore.

There's a thread on a VelocityReviews forum by someone with the
same problem. The second post, by unk, suggests reinstalling
System Restore, and gives instructions for doing so:

Yes - Thank you.  This did resolve the problem, however I had to do a
bit more than the thread suggested.  Before being able to delete
C:\System Volume Information I had to disable the System Restore
service in Control Panel\Administrative Tools\Component Services as
well as turning off system restore in Control Panel\System\System
Restore.  Please submit a formal answer!
