I cannot find anything in Ohio law that prohibits an underage person
from sitting around a full service bar in a public restaurant.

Especially since my favorite part of Ohio: An underage person may
actually consume an alcohol beverage in public if it is purchased by
the underage person's parent or guardian.

Please go halfway down the side to "Title XLIII Liquor". I've scanned
this entire section. Nothing to the tune of your question.
