Who is the most prolific car theif in Oregon history?

It's difficult to find credible facts about issues that people are
rarely willing to come forward and admit to. Furthermore, to say one
is "a thief" is to suggest that they are activly involved in nefarious
activities. It would be virtually impossible to name the most prolific
active thief (I'm sure Oregon authorities would love it if we could
provide that kind of answer, but alas, we are not psychic). Naming the
most prolific FORMER thief might be a bit easier so I'll try that
approach:

According to the Oregon Department of Human Services Director's
website a man named Alan Levine of Clackamas County has claimed that
he stole more than 150 cars before "turning his life around".
Presumably this was such a notorious record in Oregon that it was
worthy of mentioning on a government website so, if true, he would
logically be ONE OF, if not THE most prolific former car thieves in
Oregon . . . or at least one of the most prolific KNOWN former car
thieves.
