pg-ga,

The definition of the phrase is fairly evident from the context in
which it is used, and it means "let's figure out who did what, who did
some bad things, and let's assign guilt no matter who's shoulders it
falls on".

In other words, let the guilt fall where it may. You can see it in
use in this opinion piece:

LET THE ASSIGNMENT OF GUILT FALL WHERE IT MUST

But there isn't a formal definition that I know of. What is it that
you're looking for, beyond the type of explanation above?

And I should have mentioned (as the comment does, below), that the
phrase is an unusual variation of the more common phrase, "Let the
chips fall where they may", a fairly common American idiom which is
defined here:

I'm looking for a reliable source or three, that speaks to things that
make us feel guility and that it is probably a good thing. For
example, mothers who chose not to breastfeed, maybe it it is a good
thing they feel guilty since they know they chose a behavior that is
not at the infant's best interest, so they made a choice and now feel
guilty. I looking for resources that have a foundation to say "Its
probably a good thing to feel guilty since this feeling might change
our behavior".

Perhaps I'm asking too much?

Does this help?

"Guilt, when applied to behavior, is the little alarm system that
tells us when we are not living up to our own standards. Where our
standards come from, and how much ours are like others', are beside
the point for now. Guilt is what we feel when we have let ourselves
down. Without it, we would be in an amoral world in which everyone
could act on the impulse of the moment. Guilt, not agriculture or the
wheel, may be the foundation of civilization."
