I'm trying to find a list of national/regional banks in the U.S. that
do NOT offer education loans.

I have no idea if this would require a lot of work. If so, I'm willing
to pay more(reasonably of course).

As you can imagine, it is very difficult to identify things by a
negative selection.
Maybe there are lots of banks that do NOT offer education loans, but
it is unlikely that they specifically say so.

Do you have a specific definition of "education loan"?  If you are
referring to one or more specific programs that banks have to join,
maybe there is a way to find which banks are listed as participating
in the program(s).
