I will like to buy a car in Europe and keep it there to use it 2 to 3
month a year, the taxes are big but a car dealer there toll me that I
can register the car in Spain as a tourist and avoid the taxes, the
only conditions are that you can not use the car more than 6 month a
year, and to obtain a "NIE" (nonresident identification #), I am a
Venezuelan Citizen and my residence is Venezuela so that will not be a
problem. Also I going to keep the car in Portugal and travel all
around, my questions are:
Is it true that I can register the car as a tourist and avoid Taxes (almost 35%)?
How they will know if I use the car less than 6 month year?
Can I keep a car register in Spain in Portugal?

It appears that there may be such a system for non-residents visiting
for less than 6 months. Look at these sites and you will see some
information on it. However, as they are not official government sites
and do not provide the legislation in detail, I am not posting this as
an answer. Perhaps a Spanish language researcher may be able to assist
you. Or, the second link contains details of the Local Traffic
Departments. You could contact them and confirm the information.
