How do for-profit websites like NationalAlertRegistry.com get the
national sex offender database? I know all about NSOPR.gov... I'm more
interested in how they get the database into their possession for
resale.

Also, I understand that there is a potential that they are using
screenscraping technology... but I've looked into this and it seems
unlikely.
