I've seen devices advertised on TV that purport to exercise specific
muscles and eliminate one of the obvious signs of aging – the flabby
upper neck/chin.

Two part question:

Is there any truth to the claims?

If so, what is an inexpensive way to accomplish the exercise (specific
device, isometric, whatever)?
