I would like a public domain list of all the world cities formatted in
a XLS or CSV format. The list would have City, Country, Latitude,
Longitude and would have all cities with more than 100,000 people.  I
already have all the US cities, so I don't want these in the list.  I
am willing to pay for the actual file with the list of cities, not for
a tip on how I can build it myself or pay some data provider to
license it to me.

I have a list of about 700 of the world's largest cities (both US and
non-US) with city, population, lat/long and country.

The list covers all cities with populations of 500,000 or more, so
isn't quite everything you're after, but pretty close.

The listings, in spreadsheet format, look like this:

In my experience, the free lists available for world cities tend to be
huge databases with hundreds of thousands of entries -- more than my
poor PC can handle.

For instance, the free download at World Gazetteer:

has just what you need, but the dataset is several hundred thousand
entries in length...too large for an Excel file to handle.

with a population over 100,000 excluding the U.S.. You can get it by
